Global Summary
Washington ordered non-emergency staff and families out of Saudi Arabia on October 21 as Houthi strikes killed four people at Dammam's airport and the Shaybah oilfield, while the IRGC claimed seven more vessels hit in the Gulf and warned of a wider response against US bases. Egypt's president narrowed any military support for Riyadh to territorial defense ahead of an October 26 parliamentary vote, and Türkiye sent the Mecca defense pact to parliament for ratification. In Europe, US envoy Steve Witkoff carried US and European proposals from Oslo to Vladimir Putin, while Russian strikes cut power in 12 Ukrainian regions and Kyiv warned it has nearly exhausted its Patriot interceptors. In Africa, a drone strike in Abyei killed at least 153 people and Nigeria confirmed its first case of the Bundibugyo Ebola strain, for which no approved vaccine or treatment exists.
