Diplomacy at the UN General Assembly failed to change military behaviour in the week's two largest conflicts. President Trump rejected Iran's seven-day roadmap to reopen the Strait of Hormuz on September 26, while Houthi missiles and drones reached toward Riyadh, Khamis Mushait, Yanbu and Taif, pushing Saudi Arabia, Pakistan and Türkiye into their first military-level talks under the Makkah Joint Defence Agreement.
Fragile political frameworks broke down elsewhere: Tigrayan and allied forces launched an offensive across three Ethiopian regions, South Sudan dissolved its unity government, and Haiti's international force approaches a September 30 mandate deadline at one-fifth strength. In Europe, suspected Russian sabotage and drone incursions tested NATO's eastern flank, while Swiss voters rejected stricter neutrality.
