Between September 28 and October 4, diplomatic engagement delivered few enforceable outcomes while force shaped events on several fronts. Russia's September 30 strikes prompted emergency power cuts in Kyiv and three surrounding regions, Hormuz talks produced no agreed terms, and on October 4 Yemen's government launched an offensive against the Houthis as Ethiopian federal forces entered Mekelle. Security responsibilities also shifted: the US ended its Inherent Resolve mission in Iraq and withdrew its bombers from RAF Fairford, while Haiti's Gang Suppression Force was renewed at under 30% of its intended size. In eastern DRC, flight from the Kigonze camp left most known Ebola contacts untraced. For operators, force levels, restored services and verified access are a better guide to conditions than announced arrangements.
