Executive Summary

The Middle East and North Africa enter September under acute strain from a resumed United States-Iran military exchange, the most serious escalation of their six-month war since a June de-escalation. US strikes near Larak Island on August 31 triggered a broadened Iranian retaliation against Jordan, Kuwait, Bahrain, UAE, and Iraq's Kurdistan region on September 1, while a separate US strike near Sirik killed at least four people, including a child, at a wedding celebration. Oil markets responded immediately, with Brent crude rising above $91 per barrel on September 1st and traffic in the Strait of Hormuz falling to roughly five vessels daily, with multiple tankers being targeted by the IRGC while transiting the Strait. Iran's economy is showing acute strain underneath this pressure, with President Pezeshkian acknowledging sanctions impact and trade down 25 to 35 percent even as Washington imposed fresh sanctions on over 60 Iran-linked entities, raising the likelihood of continued asymmetric Iranian responses.
The humanitarian and security picture in Gaza and the West Bank is deteriorating in parallel. The World Food Project has halved food assistance in the West Bank to 200,000 recipients and warns two-thirds of Gaza's population faces critical hunger. Gulf states are accelerating security diversification through the Mecca Defense Pact and new bilateral agreements, while Yemen's Houthis intensify attacks on Mokha and Libya's factions have signed an agreement for a road map to unified elections within 24 months.
