Global Summary
Diplomacy and the threat of renewed force ran in parallel this week. In the Middle East, Qatari-led mediators pressed Tehran to accept an inspections-for-sanctions-relief trade as US officials prepared options for renewed strikes on Iran after the November 3 midterm elections, while Israel's October 27 vote left both Benjamin Netanyahu's bloc and Gadi Eisenkot's opposition short of a governing majority. In Europe, a US-brokered local truce in Russian-occupied Oleshky held even as a Russian drone killed at least 14 people on a crowded rail platform in Dnipro. Separately, Spain declared national mourning after a high-speed train collision near Toledo killed at least 68 people. In the Americas, Luiz Inácio Lula da Silva won a fourth term in Brazil as defeated rival Flávio Bolsonaro left the country for Miami, and El Salvador surged about 1,000 troops into Haiti. In Africa, clashes between regional forces in southern Ethiopia drove up to 50,000 people into Kenya.
