Executive Summary
Regional developments this period centered on US security policy, trade tensions with Canada, and fiscal adjustment in several South American economies. At the UN General Assembly on Sep. 22, 15 Shield of the Americas governments announced plans for coordinated sanctions against 24 criminal organizations. The same day, Trump met Venezuela's interim President Delcy Rodríguez for the first time, and the US, Denmark and Greenland signed an agreement expanding US military access in Greenland. In Venezuela, engagement with Washington is advancing faster than the political transition; opposition leader María Corina Machado was unable to return to the country on Sep. 22. Canada welcomed an EU proposal for associate membership as US import bans on Canadian goods are set to take effect on Sep. 29.
Security conditions remain difficult in several countries. Haiti's Gang Suppression Force is operating at about one-fifth of its authorized strength, and its mandate expires Sep. 30. A September 16 report by the rights group RNDDH recorded 164 deaths from two attacks in Kenscoff. Colombia has ended all peace negotiations with armed groups, which may lead to more violence especially in rural areas. Clashes between cartels and security forces continued in Nuevo León and Sinaloa.
On the economic side, Bolivia removed diesel subsidies on Sep. 18 under a $1.9 billion IMF program, and labor unions oppose the measure. Argentina's economy contracted 0.6% in the second quarter, and unemployment rose to 7.9%. Brazil holds its first-round presidential election on Oct. 4 with polls showing a close race, while its central bank continues gradual rate cuts.
Some factors support stability. The Greenland agreement resolves a dispute among NATO allies, IMF programs provide financing to Argentina and Bolivia, and the Sep. 24 Trump-Xi summit may extend the US-China trade truce.
