Western Europe is emerging from its most severe heatwave on record, with more than 1,300 excess deaths linked to two consecutive episodes in late May and June 2026, even as a third heat episode builds for early to mid-July. Spain and Portugal face renewed elevated temperatures from 2 July, with a broader continental buildup likely from 7 July, peaking around 12 to 14 July across France, Germany, Benelux, and northern Italy. Grid, rail, hospital, and water systems already strained by June have limited capacity to absorb a third event within six weeks. Organizations with personnel or assets in France, Spain, Italy, Germany, and the Benelux corridor should treat heat-driven disruption as a sustained operating condition rather than a discrete incident through mid-July.
Risk Level: High | Recommended Posture: Sustained degraded-operations planning across energy, transport, health, and water-dependent functions in Western and Central Europe.
