Executive Summary

This weekly report provides a comprehensive analysis of critical events, emerging threats, and significant developments across our global watchlist countries. Our Geopolitical & Security Analysis Teams continuously monitor and assess incidents affecting regional stability, security, and business operations.

Between October 12 and 18, armed actors in three theaters struck the shipping lanes, airports and energy systems that civilian commerce depends on. Drones hit at least seven cargo vessels in the Black Sea this month, Houthi strikes closed Riyadh’s main airport through October 17, and October brought the most ship attacks around the Strait of Hormuz since the war began on February 28. Western policy moved in opposite directions: the EU adopted new Russia sanctions on October 12, and the United States waived Graham Act sanctions on October 16.

In the Americas, annual US inflation rose to 3.7% in September, and Brazil approaches an October 25 runoff with polls inside the margin of error. Protests in France and Albania produced at least 2,400 arrests around France’s October 17 marches and 272 injuries in Albania. Joseph Kabila’s new coalition with M23 and an Ebola outbreak at 9,277 confirmed cases reshaped the outlook in the DRC, while the Keen Sword exercise opened in Japan on October 19.

For operators moving people or cargo through the Black Sea, the Gulf or Saudi airspace, transit conditions can now change within a day. Riyadh’s airport reopened on October 18, yet many foreign carriers remained suspended.
